A granite cross on a granite base.  The names are arranged in metal lettering on the base.  There is an additional granite tablet added for WW2 names.  The header reading right to left, is a line from John Bunyans' 'The Pilgrim's Progress,' the full paragraph of which is reproduced below.
After this it was noised abroad that Mr Valiant-for-truth was taken with a Summons by the same Post as the other, and had this for a Token that the Summons was true,  That his Pitcher was broken at the Fountain.  When he understood it, he called for his Friends, and told them of it.  Then said he, I am going to my Fathers, and tho’ with great difficulty I am got hither, yet now I do not repent me of all the Trouble I have been at to arrive where I am.  My Sword I give to him that shall succeed me in my Pilgrimage, and my Courage and Skill to him that can get it. My Marks and Scars I carry with me, to be a witness for me that I have fought his Battles who now will be my Rewarder.  When the day that he must go hence was come, many accompanied him to the Riverside, into which as he went he said, Death, where is thy Sting?  And as he went down deeper he said, Grave, where is thy Victory?  So he passed over, and all the Trumpets  sounded for him on the other side.
The 54 names of WW1 soldiers are arranged over three sides and four columns.  The front has 26 names in total over two columns.  The left and right sides have 14 names each.  The names are as arranged with surnames followed by forenames with initials for other names.  All names are in capital letters.  There appears to be one error among the WW1 names. 

There are 10 names of WW2 soldiers arranged in the same manner in block capitals.  The granite block containing these names has been affixed later.  
HIGHER WALTON WAR MEMORIAL. - At All Saints' Church, Higher Walton, yesterday afternoon, Lieut.-Commander H. Dewhurst, M.P., unveiled a beautiful runic cross of Cornish granite erected in memory of the 54 fallen soldiers and sailors connected with the parish. The dedication ceremony was performed by the Bishop of Whalley, who was assisted by the Vicar (Rev. H. E. Burgess). The cross occupies a prominent position in the churchyard facing the main road through the village. It was made by Messrs. Hodgkinson and Sons, Preston, at an approximate cost of £350, met by subscriptions raised in the parish. LANCASHIRE DAILY POST - Monday 28 March 1921
